Lecture, three hours; activity, one hour. Examination of politics of health policy process and how problems are considered for governmental action, how solutions are identified, and how political forces act on them. Emphasis on both understanding how public policy is made, and how to influence process and how to understand formulation of policy in response to problems and political will of leaders. Covers how health policy is developed, adopted, and implemented; political, institutional, economic, social, and other factors that influence and shape process; and how health care managers can be engaged in policymaking or interpreting policy decisions they must comply with as health care leaders.
