Offers critical framework in evaluating efficiency of health systems in improving health of populations. Health economics field provides public policy tools to evaluate distributional benefits/penalties of policies such as sin taxes, and to assess extent market failures motivate role of governments in financing, organization, and delivery of health care. Emphasis on low- and middle-income country (LMIC) settings. S/U or letter grading.
