Transportation engineers typically assume that free parking simply is there at end of most trips, while urban planners treat parking as transportation issue that engineers must study. No profession is intellectually responsible for parking, and everyone seems to assume that someone else is doing hard thinking. Mistakes in planning for parking help to explain why planning for transportation and land use has in many ways gone slowly, subtly, incrementally wrong. Study of theory and practice of planning for parking and examination of how planning for parking in U.S. has become planning for free parking.
